Summary
In July 2012, the Ministère du Développement durable, de l’Environnement, de la Faune et des Parcs submitted preliminary information for the Assinica National Park project. An Impact Statement Directive was issued to the proponent in October 2012. In May 2022, the “Direction des parcs nationaux” of the Ministère des Forêts, de la Faune et des Parcs (MFFP) is planning the creation of Assinica National Park, located about twenty kilometres northwest of the Cree community of Oujé-Bougoumou and approximately 100 kilometres southwest of the Cree community of Mistissini.
The Assinica National Park project fulfills a commitment made by the “Paix des Braves”, an agreement reached by the Government of Quebec and the Cree Nation of Quebec in February 2004. This commitment aims, among other things, to protect a portion of the Cree heritage lands of Assinica through the status of a national park of Quebec. This park will protect a representative sample of the boreal forest and natural regions of the Rupert Shelf and James Bay Lowlands. The creation of this park will facilitate the discovery of this territory while stimulating tourism in the region and showcasing the rich Cree culture. The Cree community will be closely involved in the protection, development, and management of the territory of this future national park.
The “Direction des parcs nationaux” consulted with stakeholders, including the tallymen involved in the project, at each stage of the project. This process resulted in longer than expected delays. As a result, the impact study has not been completed to date. As the directive issued in 2012 was valid for a period of three (3) years, the proponent is requesting an update to the directive.
